ATF agent arrested on hit-and-run charge

A federal agent has been charged with hitting a woman with his car in a parking garage then zooming off, only to be arrested three blocks away, Miami Beach police said.

Arnold Smalley III, 40, of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), was arrested early Friday on charges of leaving the scene of an accident.

According to a police report, Smalley was driving a four-door Acura through the top level of the municipal parking garage on 12th Street late Thursday in South Beach.

Smalley made ''an abrupt intentional turn and accelerated, striking the victim and knocking down the female victim,'' according to a police report.

She suffered scrapes, cuts and bruises to her palms and fingers.

The woman ran down the garage stairs to the security station by the entrance -- only to see Smalley's car accelerate toward her, police said, ``causing her to run to avoid behind struck again.''

The woman flagged down officers at the police station -- which is across the street.

Smalley's car was pulled over on 15th Street and Michigan Avenue. He claimed the woman jumped on his hood and fell off, police said.

Why Smalley would have hit the woman was unclear. He was not charged with drunken driving.

ATF Special Agent-in-Charge Julie Torres said in a statement that an internal review of Smalley is underway. He has been placed on leave.
