From the constitution of the State of Missouri, Article I:

Right to keep and bear arms--exception. 
Section 23. That the right of every citizen to keep and bear arms in defense of his home, person and property, or when lawfully summoned in aid of the civil power, shall not be questioned; but this shall not justify the wearing of concealed weapons.

Training:

HB 349, the License to Carry bill, was to become law in Missouri on Oct. 11, 2003.  WMSA has been conducting NRA certified training for more than 10 years.  You may be put on the list for the training necessary for obtaining a license to carry by sending us an email,  or leaving your name, phone number and address on the hotline: 816-333-WMSA [9672].  You will be contacted for confirmation when the course syllabus, schedule and fees are determined.

Priority will be granted to members of WMSA, members of Pioneer Gun Club, others with special needs  and then in the sequence your name was placed on the list.  Tentatively the cost of the training will be $100.  The course will last 10 hours in two sessions; classroom and range.  The syllabus will include all the requirements contained in the law plus behavioral guidelines.
